INTRODUCTION
Teams have responsibilities and authorities covering all of the major areas of community management such that very few decisions need to be made by the community as a whole. Teams are, however, encouraged to bring issues to the whole community if they think a better decision would result, even though the team may have the authority to make the decision on their own.

From time to time issues will come up which are in a team's area of general responsibility, but not addressed by any specific responsibility and authority listed below. In such instances, teams will exercise their best judgment (possibly in collaboration with the Steering team) to decide whether to resolve the issue on their own (Full Authority) or bring it to the whole community for resolution (Proposal Authority).

Teams are created and dissolved and given their responsibilities and authorities by the community. Responsibility can only be given to a team along with the authority necessary to get the job done. The community always retains the power to withdraw responsibilities and authorities from a team.

Except for the Steering team, participation on teams is voluntary. Members may join or leave a team at any time assuming there is room available on the team. The Number of Members listed for each team, except the Steering team, is only a guideline. Any community member may participate on a team to work on an issue of special interest to them.

Teams select their own leaders at least once per year. A team leader may be reselected year after year.

Teams make decisions in a manner consistent with our Decision Making and Meetings agreement.

In addition to the specific responsibilities and authorities listed for each team, every team will also have responsibility to:

 

DEFINITIONS

Team
Has an unlimited duration (ongoing responsibility). Receives an annual budget from the community. Is given responsibilities and authorities by the community.

Task Force
Has a limited duration (project responsibility). Receives a budget from the Steering team out of the annual contingency. Is given responsibilities and authorities by the Steering team which are limited to:

Full Authority
Team has authority to make decisions consistent with community agreements related to the stated responsibility.

Proposal Authority
Team does not have authority to make decisions related to the stated responsibility. They have authority to make a proposal to the community related to the stated responsibility. The authority to make the decision rests with the community.

 

STEERING

Purpose
To facilitate the community in living in accord with its Vision, Values, and Interpersonal Agreements and in accomplishing its Goals.

Number of Members
3 to 5

Qualifications of Members
Team members must be resident members of Heartwood.

Selection Process
By January 31 of each year, the Steering team solicits at least 3 volunteers for a Nominating task force. By February 28, based on community input and their own judgement, the Nominating task force proposes a slate of from 3 to 5 member candidates along with their selection criteria and rationale for the proposed slate. The slate cannot include any members of the Nominating task force. To ensure continuity, ideally at least half of the candidates included on the slate are current members of the Steering team. A member may only serve up to 4 consecutive one year terms. The community decides how many members (3 to 5) will serve on the Steering team and who the members will be. If a member resigns during their term, the community may choose to replace that member or leave the spot vacant.

Responsibility & Authority
Overall responsibility for long term community planning and day to day community embodiment of our Agreements.

Specific Responsibilities and Authorities

 

LAND STEWARDSHIP
(Includes all common lands other than our irrigated pasture land, land immediately adjacent to greenhouse, and land used by common facilities. Also specifically includes village green and S.S. Ponderosa, gathering nodes, entry turnaround island, cluster irrigation system, garden pond, upper pond, trails, remote storage / resource areas, and sledding hill.)

Purpose
To guide the community in its use of and interaction with our common lands other than our irrigated pasture land, with consideration for the wild plants and animals who also live here.

4 to 7

Responsibility & Authority
Overall responsibility for the wise stewardship of our common lands other than our irrigated pasture land. The primary stewardship priorities are to ensure long term environmental health and aesthetics of the common land. Various secondary considerations regarding the use of our common lands include accommodating such needs as recreation, storage, spiritual retreat, etc.

Specific Responsibilities and Authorities


PASTURE & AGRICULTURE
(Includes irrigated pasture land, pasture irrigation system, spring fed pond, fencing, tractor and agricultural implements, but specifically excludes community garden, turn around near entry, garden pond, and cluster irrigation system.)

Purpose
To guide the community in its use of and interaction with our irrigated pasture land. To achieve this, we will explore, learn, and implement the principles of holistic management in a manner that sustains a healthy, beautiful, and diverse ecosystem for wild and domestic plants and animals.

Number of Members
5 to 8

Responsibility & Authority
Overall responsibility for the wise stewardship of our irrigated pasture land. The primary stewardship priorities are long term environmental health, agricultural production, livestock use and aesthetics. The current wet lands will be respected and stewarded primarily for wildlife.

Specific Responsibilities and Authorities

COMMON HOUSE
(Includes common house, terraces, patio, ramp, steps, clothes line, and yurt.)

Purpose
To manage the common house and yurt in a manner which maintains the quality of the facilities and encourages their use by the community. To offer community meals which enhance community interaction and provide a service to members.

COMMON FACILITIES
(Includes water system, septic system, roads and their drainage, road signs, parking lots, pathways, garden carts, gas, phone, electric, data lines, hot tub, carports, workshop, Bodega, Board Room, kids' concrete play slab by workshop, skateboard quarter pipes, tennis court, road maintenance and snow plowing tractor implements, fire pump, garbage, and recycling.)

Purpose
To maintain our common facilities in a good, safe working condition.

PROCESS & COMMUNICATION

Purpose
To assist the community in living in harmony with each other and the larger community by guiding effective communication, conflict resolution, and wise decision making.

Purpose
To ensure that we have an ample supply of members and prospective members. To act as community liaison to the larger community.

To design and manage the community garden and greenhouse areas for food production, aesthetics, and adult and children's learning experiences. To manage those areas in a manner which maintains their quality and encourages their use by the community.
